Minister of Local Development and Environment Chairs "Enhancing Climate Change Adaptation" Meeting, Affirming: "The Project is a Safety Valve for Egypt’s Development Future"
Dr. Manal Awad, Minister of Local Development and Environment, chaired a meeting today with the task force of the project "Enhancing Climate Change Adaptation in the Nile Delta and Mediterranean Coast of Egypt." The meeting aimed to review the executive progress and the latest strategic outputs of the project.
The meeting was attended by a group of prominent leaders and experts, led by Dr. Mohamed Bayoumi, Assistant Resident Representative of the United Nations Development Programme (UNDP); Eng. Mohamed Hassan Ghattas, Chairman of the Egyptian General Authority for Shore Protection; Dr. Mohamed Ahmed Ali, Project Director; Dr. Yousri El-Koumy, Strategic Planning and Governance Expert; and Dr. Heba Sharawy, Head of the Central Department for Coastal Management.
Risk Maps Until 2100: Smart Tools for Decision-Makers
The meeting reviewed the project’s pivotal activities, primarily the protection component utilizing "Nature-based Solutions" and eco-friendly techniques. Key outputs of the Integrated Coastal Zone Management (ICZM) plan were presented, featuring comprehensive risk maps for the entire Mediterranean coast. These maps simulate potential scenarios until the year 2100, serving as a proactive scientific tool that enables decision-makers to plan coastal development based on precise, long-term data.
A Digital Radar for Securing Egyptian Coasts
In a related context, the meeting highlighted the National Coastal Monitoring System, a sophisticated information network covering the entire Mediterranean coastline. The system functions as a real-time "radar," monitoring sea levels and weather fluctuations, as well as tracking seawater intrusion into groundwater aquifers. It provides predictive maps up to 2100, accurately identifying vulnerabilities and safe zones, serving as the primary certified reference for all coastal developmental plans.
From Damietta to Matrouh: Scaling Successful Experiences
Attendees discussed the success of implementing the ICZM plan in Damietta Governorate and the lessons learned to be replicated in the second phase, which has already launched in Matrouh Governorate. Operations in Matrouh are scheduled to resume immediately following the Eid al-Fitr holiday, aiming to ensure the resilience of coastal areas against climate challenges.
Institutionalizing Environmental Work for Long-term Sustainability
In a strategic move toward sustainability, the meeting addressed the procedures for establishing the "Integrated Coastal Zone Management Unit" within the Egyptian Environmental Affairs Agency (EEAA). The unit aims to ensure the continuity of the technical committee’s work, oversee field implementation in coordination with relevant ministries, and activate an institutional framework that precisely defines the responsibilities of all stakeholders.
Nature-based Solutions as a Strategic Pillar
Concluding the meeting, Dr. Manal Awad emphasized the project’s significance, stating:
"The Adaptation Project is a safety valve for the future of development in Egypt. Our strategic goal is to minimize the impact of climate risks on our citizens and coastal infrastructure. We rely on Nature-based Solutions as a fundamental pillar for protecting the Delta, and we are committed to providing governorates with accurate data to enable developmental plans that meet the highest standards of environmental sustainability."
