UN Special Rapporteur on the Right to Water Inspects Coastal Protection and Climate Adaptation Projects in Kafr El Sheikh

Within the framework of his official visit to Egypt, Mr. Pedro Arrojo-Agudo, the United Nations Special Rapporteur on the human rights to safe drinking water and sanitation, conducted a field visit to Kafr El Sheikh Governorate. The visit aimed to review national efforts in water resource management and adaptation to climate change.

Enhancing Adaptation and Protecting Local Communities

The visit included an inspection of the project titled "Enhancing Climate Change Adaptation in the North Coast and Nile Delta Regions in Egypt" (ECCADP). Funded by the Green Climate Fund (GCF), the project is a collaborative effort between the Egyptian Government, represented by the Ministry of Water Resources and Irrigation, and the United Nations Development Programme (UNDP), and is executed by the Egyptian General Authority for Shore Protection (EGASP).

Mr. Arrojo-Agudo reviewed the nature-based protection works spanning 29 km of Kafr El Sheikh’s coastline. These works utilize eco-friendly materials to protect citizens and local communities in low-lying coastal areas from the risks of sea-level rise (SLR).

International Partnership and Sustainable Development

This project is the result of a strategic partnership between:

The Egyptian Ministry of Water Resources and Irrigation.

The United Nations Development Programme (UNDP).

The Egyptian General Authority for Shore Protection (Executing Agency).

The Green Climate Fund (Funding Agency).

Local Empowerment and Environmental Sustainability

Mr. Arrojo-Agudo praised the project’s participatory approach, commending the integration of women from local communities across various implementation stages. He described this step as a "fundamental pillar" for enhancing the resilience of coastal areas and ensuring the longevity of adaptation solutions. The visit also showcased the nature-based protection techniques used as an innovative and sustainable alternative to traditional concrete structures. These techniques have directly contributed to enhancing public safety, protecting vital infrastructure, and safeguarding national investments in these regions.

In a concluding statement, the UN Special Rapporteur emphasized: "The Kafr El Sheikh experience provides an inspiring, real-world model for integrating human rights principles into climate adaptation strategies. It not only protects the shores but also safeguards human livelihoods and ensures the stability of water resources in the face of escalating environmental challenges."
